: This program provides services for single-family households who meet specific qualifications and are serviced by Pennsylvania American Water. Staff review the application and make decisions on the next steps for the household. Services can include up to 3 months of utility assistance, assistance to stop terminations or re-instate services or referrals to other service providers. This may include ongoing discount services, budgeting plans, and other services to help the household move toward being self-sustaining. Staff can also provide case management services to educate consumers on various programs that may help make household expenses more affordable.

Water Bill Assistance

Eligibility Requirements

In order to qualify for assistance with your PA American Water Bill:

  1. Service must be shut off or in threat of termination.

  2. All monthly income for anyone 18 or older in the household must not exceed 250% of the Federal Poverty Income Guidelines.

  3. You must have paid at least $0.00 towards your bill in the last 90 days.

  4. The utility account must be for a single-family residential household.

  5. The name on the utility account must be an adult who lives in the household.

After the application is submitted you will receive an email with further information.

Walk in appointments are available Monday, Wednesday, and Friday from 9:00 AM – 4:00 PM at our Jackson Terrace Food Pantry located at 148 Meridian Avenue Scranton, PA. Tuesdays and Thursdays are by appointment only.

Please reference page three of your bill. Do you pay for wastewater?(Required)
If so, you may be eligible for assistance on both water and wastewater amounts.
Is your income at or below 200% of the Federal Poverty Income Guidelines?(Required)

Have you made a payment of at least $50 dollars on your bill in the last 90 days?(Required)
If not, you will not be eligible.
Is the utility account for a single family residential houeshold?(Required)
